In order to promote the development of new technology and build up a more comfortable society in Japan aiming at the establishment of a state founded on the basis of science and technology, the industrial property system is becoming more and more important.
The Japan Institute of Invention and Innovation endeavors to diffuse and utilize the industrial property system, with its branch offices in 47 prefectures also making efforts to take an active part in diffusing patent information.
Publishing
The JIII carries out a wide-range of publishing activities. The publications include a monthly journal related to industrial property, the "Hatsumei" (Invention), which has been popular with many industrial property-related readers since the first edition in 1905. The JIII also offers special-purpose and general books, that are published for the purpose of actively promoting the diffusion of the industrial property system to enterprises, and to enlighten them for the continued development of their technology through the promotion of activities emphasizing science, technology, and developing creativity.
Training Concerning the Industrial Property System
In order to foster employees with a high-degree of special knowledge, uncommon intelligence and managerial ability in the industrial property system, various courses are held to conduct study and training for trainees in various classes, including.
Human resource development related to industrial property through Intellectual Property Training Courses, Open Courses, Basic Courses on Patent, etc.
Dissemination of prompt reports on court judgements related to intellectual property
Holding of "Patent Information Fair"
This fair, which show cases the latest systems for collecting, managing and providing patent information related to hardware, is highly acclaimed by the people in charge of patent and information related departments of enterprises, and by people who are interested in intellectual property. The Fair has, since 1981, been held jointly with the Japan Patent Information Organization, The Japan Industrial Journal Co., Ltd, and The Sankei Shimbun every other year.
Issues of Technical Disclosure & Design Disclosure
In order to prevent wasteful investment in R & D and ineffective application for patents due to prior art which has already been disclosed, the JIII publishes a monthly journal, titled "Technical Disclosure".
The JIII also issues a monthly journal, "Information on Design Disclosure", together with the Federation of the Organized Design Protection in Japan as guidance for filing applications and avoiding the submission of art that has already been disclosed.
Diffusing and Promoting Results of Industrial Property
For the purpose of activating industry by practical use of the industrial property system, we are entrusted by the Japanese Patent Office to hold seminars for advisors such as venture business enterprisers and small and medium enterprise management consultants. Furthermore, in order to encourage interest in industrial property among students in a science and engineering courses of technical senior high schools, etc., an industrial property standard text useful for leading the results of their research on a certain subject to the actual acquisition of patent rights is prepared and distributed. In order to enhance intellectual inquisitiveness from the ages of elementary schoolchildren and junior high school students, educational supplementary readers helpful to the development of creativity are also prepared and distributed.
Library Service (Intellectual property Center)
The JIII branch offices, which cooperate closely with the Intellectual Property Centers established in the 47 prefectures, arrange not only various official publications such as patents and utility models collected in numerical order and in accordance with their classification, but also relative materials such as special data on trademarks, and lists and various indexes, so as to be available for diversified utilization by users.
Invention Consultation (Industrial Property General Guidance Office)
Pertinent guidance is provided by the office which readily responds to any consultation on industrial property systems and gives necessary advice on how to file and register patent applications in Japan, or under the PCT, and the practice of inventions and utility models, technical content and prior art searches, etc.
Furthermore, the latest information related to industrial property systems and practical use thereof in various foreign countries is unitarily collected and processed, whereby consultations about the acquisition of industrial property rights in foreign countries and the practical use thereof are explained, and necessary information is provided. Each branch office also conducts invention consultations in their respective regions.
Dissemination and Distribution of Patent Publications
The JIII was authorized by the Patent Office as a general sales agency of patent publications in Japan in 1909. Since then, JIII has made efforts to diffuse and disseminate patent publications as a selling agent. Since 1993, Patent and Utility Model Gazettes have been transformed into electronic data (CD-ROM) and have become easier to utilize as practical information. Further, in compliance with our users' demand, JIII continuously publishes Official Gazettes on paper under the supervision of the Patent Office, thereby contributing to the promotion and utilization of patent information.
